The DBPR, DOH or FDACS investigates licensed and unlicensed Professionals and Individuals suspected of violating state laws or licensingrules. The most common triggers include:

The most common way an Administrative Complaint is issued due to consumer complaints. Dissatisfied clients or customers may file complaints against professionals, leading to an investigation. For example, a homeowner accuses a contractor of using unlicensed subcontractors.

B. DBPR Undercover Investigations

The DBPR, DOH or FDACS carries out undercover operations to identify unlicensed activity and other violations. For example, an investigator may respond to an online ad offering home repair services, posing as a customer to verify whether the individual is properly licensed to perform the work.

1. Investigation by DBPR, DOH or FDACS Prior to Filing Administrative Complaint
